[refact] Rework cmake install scripts

Changes:

• Remove SetupOutputDirs cmake script -> This script was used in both lidarview and the superbuild making theses variable not reliable (related to HesaiPlugin!13 (merged) velodyneplugin!3 (merged) and lidarview!208 (merged))
• Remove windows install script -> This script was moved in lidarview-superbuild see lidarview-superbuild!105 (merged)
