[refact] Fix and update LidarView packaging

Changes:

• Add wix packaging,this will replace NSIS packaging due to long path not supported
• Copy Qt and python dll on lidarview install in bin/ (see lidarview-core!450 (merged))
• Rework lidarview.conf and calibration files installation
• Use superbuild defined variables for library_path and executable_path (see lidarview-core!450 (merged))
