Since the instructions suggest to create a local environment called `.venv`,
it is  added to `.gitignore` and excluded from the documentation
paths in `conf.py`.

Considering that the release process is now fully describe in
"developers_guide/release_process.md" and ".gitlab/issue_templates/new-release.md",
this commit removes the obsolete document "maint/release.md".

More specifically the following section were obsolete:

* List of maintainers was outdated

* GitLab: Milestone is now automatically created in the issue template thanks
  to the /label quick action.
  See https://docs.gitlab.com/ee/user/project/quick_actions.html

* Announcements: Content of the message was last used for VTK 9.0. Since
  then wording has been updated.

* Distributions: Updated details have been added "evelopers_guide/release_process.m"
  in previous commit.

* Release Notes Emails: Scripts have been removed in
  0ef3708f (Utilities/Maintenance: remove old release maint scripts)

* Remaining steps (Creating Tarballs, Source, Documentation, Binaries,
  Uploading, Updating the Website, Announcing) are all tracked in the
  "new-release" issue template.

* Updating the Wiki: The lists of API changes were last computed between
  version 6.0 and 6.1.

Text was adapted from the obsolete document "maint/release.md"

The "imported.md" document now lists the imported projects
grouped by import method:

1. `update.sh` framework
2. `git submodule`
3. `copy`

Also fix:
* wording in "Using Jupyter" section
* "GitLab Access" link in "Quick Start Guide"

The "process" document was originally created from Google document titled
"2017-05-19: The VTK Software Process (short form, v2)". See [1]

This commit rename "Software Process" section into "Release Process" and
simplifies the content to focus on providing a high-level overview of
the VTK release cycle and associated release process.

This way building document becomes less intimidating and easier to read.

Also, a separate page exposes better this nice content instead of having it as
a section of building. It also allows us to create a dedicated page on
readthedocs more easily.

Lastly, it removes the unused NvPipe link originally introduced in
9491fe1a (docs: add documentation for building VTK). Considering he
NvPipe is deprecated since 2020, referencing it would not be relevant.
