vtkGenerateProcessIds: Set processIds attribute

Add a filter setting ProcessIds array for both PointData and CellData.
Deprecate vtkProcessIdScalars that was doing the same thing in Scalars
array.
Create always a vtkIdTypeArray, named "PointProcessIds" for PointData,
and "CellProcessIds" for CellData.
