Add setup job in frontier CI

Vicente Bolea requested to merge vbolea/vtk-m:frontier-branch into master

We need this since we need to have loaded git-lfs before cloning VTK-m. We also now load DefApps first since it is needed to load modules such as cmake and zstd.
