perftest: do not mark disabled the upload steps test in MRs

  • fixes #755 (closed) by not declaring the upload test when not on a protected branch.
  • Removed the PerformanceTestCleanUp, not needed since we only do git fetch once.
  • fixes #759 (closed) by not reporting error when there is no baseline report.
