Silenty skip upload part of the performance test in the performance regression test suite

  @vbolea Do you know why the performance uploads are not being performed for this benchmark (https://open.cdash.org/viewTest.php?buildid=8435552)? These commits are on top of !2968 (merged) and the fetch seems to be working just fine. It’s just that the upload tests are disabled for some reason.
