submodule_watch: use the configured state of the submodule as a hint

Ben Boeckel requested to merge ben.boeckel/rust-git-checks:submodule-watch-allow-configured into master

If a submodule is configured, allow its creation. Similarly, if it is not configured, allow its removal.

Tests for this aren't easy; will do try to get to that next week.
