cargo: update `ghostflow`, 2024-10-04

Brad King requested to merge brad.king/ghostflow-director:ghostflow-gitlab-confusing-pipelines into master

Since !392 (merged) we've observed ghostflow-director losing a race with gitlab associating a pipeline with a MR. Update to a version of ghostflow that reverts the change.
