Draft: Accept empty mesh from conduit

Alexandre Minot requested to merge alexandre.minot/paraview:accept_empty_mesh_from_conduit into master

This merge request allows Catalyst to build empty dataset collection when receiving empty meshes from Conduit. This makes Catalyst 2.0 compatible with more distributed data.

It also allows to receive datasets of size one (rare occurrence, but possible).

this closes issue #20833 (closed).
