Catalyst 2.0 fails when receiving Conduit mesh blueprint with no points

Catalyst 2.0 fails when receiving Conduit mesh blueprint with no points or cells. This can happen when distributed data is not available on all mpi ranks.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
