windows: use WiX to make MSI installers
WiX makes .msi installers. This drops nsis and makes .exe installers no longer available.
Required for !1000 (merged) due to long paths not being supported by NSIS.
System updates will be applied on March 26th between 0900 AM and 1200 PM, EST (UTC-05:00). This site will have intermittent downtime during that time.
