install python artifacts

Python modules/packages often have artifacts that are packaged in those package directories. We now install them always without the need to add explicit install rules for such artifacts.

Addresses paraview#20347 (closed).

Errors:

• This branch is ineligible for the paraview/5.8.x branch; it needs to be based on a commit before 6b0d7161.

Please rewrite commits to fix the errors listed above (adding fixup commits will not resolve the errors) and force-push the branch again to update the merge request.

ParaView binaries (mac, linux) do seem to have necessary files. can't confirm windows since there are now active runners right now :(.
