The CellsMap array which stored if a cell generates anything
has been converted to a CellsCase array to store the cells' case index.
This avoids re-computation of the case index in the extract cells pass of the
algorithm which requires access to the clipArray. Therefore, we
have better memory access and computational performance.

Apparently this can happen in Windows OSMesa builds.

This removes at least some of the weirdness of VTK's wheel processes.

The bitness issue has been resolved now. Tell `delvewheel` where to look
for DLLs as well.

MSDN says that the `__stdcall` belongs inside the parentheses.

- turns out `writeBuffer` is the best way to efficiently upload data to device on wasm since emscripten doesn't make another copy on the wasm heap when `writeBuffer` is used.
