[ROS2][feat] Catch up the MR !251 and the MR !256

Arthur Bourbousson requested to merge feat/ROS2_migrate_LIVOX into feat/ROS2

Finish migrate the MR !251 (merged) now than the visualization plugin has been ported and also finish MR !256 (merged)

Notes :

  • Livox messages has been placed in external_sensor_msg/livox_ros_driver
  • DELIMITERS becomes static and const
