[ROS][feat] Add interface to use directly ouster sensors

Refactor ROS wrapping to use velodyne OR ouster sensor. Modifications imply :

  • launch files
  • conversion nodes
  • ROS dependencies
  • Now one can launch the drivers directly in launch files if required
