windows: put plugin dependencies into the bin directory

Because modelbuilder no longer links to SMTK directly, the plugins all end up pulling smtkCore and friends into each of their directories rather than having them be shared at the top-level.

Note that the "real" fix is to install the relevant libraries into bin explicitly. I think once SMTK is split and we have a better correlation of "is project enabled? → install this library", we can do this more reliably.

This was tested on @john.tourtellott's Windows build and put the libraries in the right place.
