windows: put plugin dependencies into the bin directory

Ben Boeckel requested to merge ben.boeckel/cmb-superbuild:plugin-deps-to-bin into master

Because modelbuilder no longer links to SMTK directly, the plugins all end up pulling smtkCore and friends into each of their directories rather than having them be shared at the top-level.
