gitlab-ci: upload packages to data.kitware.com

Test bed job results:

Setup:

  • The nightly schedule sets the GIRDER_UPLOAD_ENABLE variable to use these tasks
  • There's a secret containing the API key only accessible to upload jobs (owned by the buildbot user on data.kitware.com)

Possible issues for this MR specifically:

  • Both AEVA and CMB packages are uploaded to the same place right now
