windows: fix PATH for Windows testing

Ben Boeckel requested to merge ben.boeckel/cmb-superbuild:windows-opencv-path-fix into master

We do this for a few reasons:

  • VS2013 isn't really supported anymore since pybind11 requires VS2015;
  • an extra entry in PATH is harmless; and
  • the path checked doesn't exist at the time this gets read in a typical run (right after configure).
