GoogleTest: Internal cleanup and reformatting

This is a minor refactoring, split out from !9575 (merged) which needs to broaden its focus beyond just GoogleTest. These changes shouldn't have any significant functional effect, they are just cleaning things up to improve maintainability and make policies clearer and more robustly applied going forward.
