An operation to create aeva annotation resources.

David Thompson requested to merge dcthomp/aeva-session-old:create-annotation-resource into master

Add an operation to the SMTK CreatorGroup that creates aeva annotation (and also model) resources. Because the CMake macros to encode XML files do not handle the smtk attribute system's <Includes> section, we move all data into a single SBT file.
