WIP : Upgrade Paraview 561 and common-superbuild

This MR allows us to prepare an upgrade to Python3. Some python changes have been introduced to ensure the compatibility between Python2 and 3.

Building and packaging has been tested on Ubuntu 18.04 and Windows 10.

TODO:

• check building and packaging on Apple
• delete ci commits hacks
• merge and update the following submodules LVCore upgrade and Superbuild upgrade
