ExternalProject: Simplify `cmake --build` configuration passing

Check CMAKE_CONFIGURATION_TYPES instead of CMAKE_CFG_INTDIR in order
to recognize multi-config generators.  Then use $<CONFIG> to pass
the configuration value.
