support for even/odd/restart dumps for pio reader

Boonthanome Nouanesengsy requested to merge boonth/vtk:pio_even_odd_restart into master

Added suppport to load even/odd and restart dump files to the PIO Reader. Any file which begins with the base name will be checked if it is a valid PIO file, and if so, will be loaded. This allows even/odd and restart dump files to be loaded.
