Adding range display to scalar bar

Yohann Bearzi (Kitware) requested to merge yohann.bearzi/vtk:colorbar-minmax into master

Adding of a ShowRange API for vtkScalarBarActor and vtkScalarBarRepresentation. By default, it is turned off. The range values are set using SetMinRange and SetMaxRange. It is up to the user to set those values.
