Ghost Cells: updating the docs for ill-formed inputs

Yohann Bearzi (Kitware) requested to merge yohann.bearzi/vtk:ghost-poly-data-bug-fix into master

vtkGhostCellsGenerator cannot handle correctly an input with duplicate points or duplicate point global ids in a common partition (see paraview/paraview#21161 (closed)). This is documented, and a workaround is explained.
