Put WindowLocation in BorderRepresentation

Mathieu Westphal (Kitware) requested to merge mwestphal/vtk:WindowLocationInBorderRepresentation into master

This moves the WindowLocation logic from TextRepresentation to BorderRepresentation, which allows to rely on it in other Representation, like logo.
