New filter vtkExtractGhostCells

Yohann Bearzi (Kitware) requested to merge yohann.bearzi/vtk:ghost-diplay-filter into master

This filter extract ghost cells so one can visualize them. Any non ghost cells are discarded in the output, only ghost cells are kept.
