vtkm: skip library versioning in wheel builds

Ben Boeckel requested to merge ben.boeckel/vtk:vtkm-wheel-no-soname into master

They're not packaged as symlinks and just increase the unpacked size.

Needs vtk-m!2563 (merged) to be effective, but it can make it work when the VTK-m submodule is updated.
