VTKm: Enable cuda compilation

Vicente Bolea requested to merge vbolea/vtk:enable-vtkm-cuda-dep into master

This MR enables VTK to use VTK-m with CUDA device adapter enabled; it adds a new CUDA CI build.

Notes

  • The new CI build runs manually on merge requests and automatic in the master branch

Caveats

  • Fides has to be disabled (fides#13 (closed))
  • The build takes about 2 hours with a cold cache.

Future works

  • VTK+VTKm+HIP is coming soon.
