Added support to write out VTK Legacy 4.2 files

Will Schroeder requested to merge will.schroeder/vtk:SupportWritingLegacy-CellArrays into master

The VTK legacy readers can now also write out the older 4.2 file format. Use the method SetFileVersion() to control this.
