Fix Issue #12322 in vtkOpenFOAMReader

This merge request changes the default INPUT_MODE_ERROR to INPUT_MODE_MERGE in cases where no "#inputMode"-directive is given (the most typical case). This follows the same behavior as in OpenFOAM.
