Cleanup time-array reporting logic

Utkarsh Ayachit requested to merge utkarsh.ayachit/vtk:xml-time-array-fixes into master

Cleaning up implementation to avoid reliance on setting up of output information in an internal function. This was causing RequestInformation to consistently report time meta-data causing paraview/paraview#20053 (closed).

Fixes that.
