Add simple contributing guide

Robert Maynard requested to merge robertmaynard/vtk:add_simple_contributing_guide into master

The actual documentation for contributing to VTK is buried inside the fourth link when browsing the VTK project. Instead move a stripped down version of how to contribute to the main README, and provide links directly the develop.md so that people can quickly find the proper documentation.
