Add improvements to the PIO Reader

Added option to load variables as float64. Can just open a dump file without writing a pio file. Added code so that reader options can show as gui checkboxes. DUMP_DIRECTORY and BASE_NAME can be enclosed in single or double quotes in the pio file.
