Add SignedTensor remote module

thewtex requested to merge thewtex/vtk:vtk-signed-tensor-remote into master

This provides a second rank tensor glyph for visualization of tensors with signed eigenvalues. Depending on the signs of the eigenvalues, the glyph is an ellipsoid, a hyperboloid of one sheet, or a hyperboloid of two sheets.
