BUG: vtkParallelCoordinatesActor was removed

Bill Lorensen requested to merge lorensen/vtk:Bug_Missing_ParallelCoordinatesActor into master

The CMakeLists.txt did not contain vtkParallelCoordinatesActor. It was removed from the build when VTK migrated to VTK6, the modular VTK. This patch restores the class and its test.
