Split maven-upload env into two environment

Vicente Bolea requested to merge vbolea/vtk:maven-env into master

Sometimes having one single env (as we have now) makes it impossible to restart both of the upload jobs when they have failed. This is needed since the jobs weekly pipeline sometimes fails and it sometimes needs a few job restart for the whole java maven package upload to pass.
