Polar axes follower

Nicolas Vuaille requested to merge nicolas.vuaille/vtk:PolarAxesFollower into master

Rework Title position algo from vtkAxisActor2D:

  • orient along axis but with top of text at top of view for readability
  • horizontally center the text along the axis

Also fix number format.

No changes were made concerning Labels.
