vtkIOSSReader: Add caching option

The vtkIOSSReader class now has a Caching option. When enabled, the reader will cache the mesh data in memory across multiple time steps. Previously, when the option was not present, the reader would cache always, which could lead to excessive memory usage. Now, the default behavior is to not cache, but the user can enable it if desired.
