Hmm, I'm not familiar with the docker images here, so not sure why it's not seeing a system zfp package. I guess I'll disable external zfp for the build but it seems like it would be a good test.

Another comment - Fedora 34 is quite old and EOL. Perhaps it could get updated to a currently supported version (38 or 39)?
