Improve SPDX CI

Mathieu Westphal (Kitware) requested to merge mwestphal/vtk:spdx_enable_all into master
  • Fails with error when SPDX file cannot be generated because of Python
  • Enable SPDX generation on more CI
  • Add support on Windows with forcing utf8
