vtkBorderRepresentation: Public updateWindowLocation

Charly Bollinger requested to merge charly.bollinger/vtk:vtkBorderRepresentation-updateWindowLocation into master

Make updateWindowLocation public to keep window correctly placed if something else updates border size (Position2).

Will be used in ParaView to update logo position automatically when updating its scale.
