WIP: Cosmology tools

Patricia Fasel requested to merge pkf/vtk-m:cosmology into master

Friend of friends (FOF) halo finder and Most Bound Particle (MBP) center finder. The center finder has two algorithms the first being the exhaustive NxN calculation over all particles and the second an MxN algorithm that makes use of estimates to reduce the size of the calculation.
