Support for worklets that create topology

Kenneth Moreland requested to merge kmorel/vtk-m:redefine-topology-worklets into master

There is currently little support for creating a worklet that generates new topology. This branch adds features that make it easier to create new arrays for a CellSetExplicit. In particular, you can now generate the indices array with a variable amount of indices per cell.
