Improve OSMesa configurations

Kenneth Moreland requested to merge kmorel/vtk-m:osmesa-option into master

Add the VTKm_ENABLE_OSMESA CMake option and correct the configuration for when conflicting OSMesa and OpenGL libraries could exist.
