Add ubuntu22.04 rocm 6.1 kokkos 4.3 build

This was needed to diagnose the spack ticket at: https://github.com/spack/spack/issues/44788

In addition to that it is beneficial to add this additional build so that we can test with new kokkos/rocm while keep testing for previous versions of them
