Draft: Test ci DO NOT MERGE

This clean build is showing that there are currently 2 problems with the VTK-m build:

  • The macosx build on the dragnipur runner is locking up during configuration. (This appears to be happening while executing xcrun. See !3111 (closed) for a trace of the configuration.)
  • The test:ubuntu1804_cuda_perftest job is stuck. GitLab reports that there are no active runners.

These problems are blocking multiple MRs from completing.
