ci: setup CUDA arch before sccache

Vicente Bolea requested to merge vbolea/vtk-m:fixup-cuda-ci-bug into master

I accidentally disabled SCCACHE caching for CUDA source files compilation in !3051 (merged). This change should resolve it.
